Chapter II: International peace and security

The global security landscape is undergoing profound transformation. We are concerned about the increasing and diverse threats to international peace and security, particularly violations of the purposes and principles of the Charter, and the growing risks of a nuclear war which could pose an existential threat to humanity. Amid this changing context, we remain committed to establish a just and lasting peace. We reaffirm our commitment to act in accordance with international law, including the Charter and its purposes and principles, and to fulfil our obligations in good faith. We reaffirm the imperative of upholding and promoting the rule of law at the international level in accordance with the principles of the Charter of the United Nations, and in this regard recall the importance of the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations.

We reiterate our full respect for the sovereign equality of all Member States, the principles of equal rights and self-determination of peoples and our obligation to refrain from the threat or use of force against the territorial integrity or political independence of any State, our commitment to settle international disputes by peaceful means. We also reaffirm our commitment to the Universal Declaration of Human Rights.

The United Nations has an indispensable role in the maintenance of international peace and security. Our efforts to urgently address accumulating and diverse threats to international peace and security, on land, at sea, in the air, in outer space and in cyberspace, should be supported by efforts to rebuild trust, strengthen solidarity and deepen international cooperation, including through the intensified use of diplomacy.
