Guidelines for Mainstreaming and Monitoring the Implementation of the APoA at the National Level

The ¡°Guidelines for Mainstreaming and Monitoring the Implementation of the Awaza Programme of Action for Landlocked Developing Countries (LLDCs) at the National Level¡± is a practical toolkit developed by UN-OHRLLS to support countries in translating the Awaza Programme of Action for LLDCs | United Nations (2024¨C2034) into concrete national policies, plans, and monitoring frameworks. It aims to strengthen national ownership and promote an integrated and coordinated approach to implementation in line with the 2030 Agenda for Sustainable Development.

The toolkit provides guidance on reviewing national development strategies against the priorities and targets of the Awaza Programme of Action, aligning national planning and reporting processes with global commitments, and strengthening institutional coordination. It includes good practices and shared learnings from LLDCs, methodological tools, and practical recommendations on mainstreaming, monitoring, financing, and reporting, including linkages with Voluntary National Reviews and other international processes.

Designed primarily for National Focal Points and relevant government institutions, the toolkit also serves as a resource for UN Country Teams, development partners, and other stakeholders. It supports capacity-building efforts at the national level and provides a standardized yet adaptable framework that can be tailored to country-specific contexts while maintaining a common approach to implementation and follow-up.
