The Mandate Implementation Review
A comprehensive review of approximately 4,000 resolutions and other mandate source documents has been conducted as part of the Mandate Implementation Review. This review aims to streamline delivery, reduce duplication, and enhance the overall impact of the United Nations’ work.
On 31 July 2025, the Secretary-General presented to Member States the Report of the Mandate Implementation Review, examining how UN mandates are created, delivered, and reviewed, offering concrete proposals to strengthen each function.
In decision of 2 September 2025, the General Assembly decided, inter alia, to establish an Informal Ad Hoc Working Group of the General Assembly to consider, in its scope, the proposals contained in the report of the Secretary-General and to:
- Identify principles and follow-up actions in order to improve the creation, delivery and review of mandates;
- Request the Working Group to begin its work no later than 19 September 2025; and
- Conclude its work by the end of March 2026.
The General Assembly also requested the Informal Ad Hoc Working Group to provide an update on progress by 15 December 2025.
The establishment of the Informal Ad Hoc Working Group marks a critical step in advancing the reform objectives of the UN80 Initiative, reaffirming the central role of Member States in guiding the Organization’s renewal and accountability framework.
Leadership of the Working Group
The President of the 79th session of the General Assembly, H.E. Philemon Yang, appointed the following Permanent Representatives as Co-Chairs of the Informal Ad Hoc Working Group:
- H.E. Carolyn Schwalger, Permanent Representative of New Zealand to the United Nations
- H.E. Brian Wallace, Permanent Representative of Jamaica to the United Nations
The Co-Chairs lead an open and Member State–driven process aimed at strengthening dialogue and collaboration across the UN system. Their leadership underscores a commitment to transparency, inclusivity, and practical outcomes as the United Nations advances its Mandate Implementation Review.
