Uganda, classified as both a Least Developed Country (LDC) and a Landlocked Developing Country (LLDC), faces unique structural challenges in its path toward economic transformation. The Doha Programme of Action for the Least Developed Countries for the decade 2022-2031 (DPOA) adopted in March 2022, has placed high priority on addressing climate change and building resilience by including this among its six priority areas.
