The independent final evaluation, funded by Canada, assessed the Project’s relevance, effectiveness, impact and sustainability, as well as the integration of human rights, gender equality, disability inclusion, and leave no one behind considerations, covering the period April 2023-November 2025. The Project was found highly relevant to Iraqi stakeholder needs and effective in translating the Global Counter-Terrorism Strategy Pillar IV principles into practical capacity-building. It contributed to early results through increased awareness and understanding of human rights as an integral component of effective counter-terrorism practice, shifts in professional norms, strengthened inter-institutional understanding and coordination, and progress towards longer-term institutionalization through training systems and guidance tools. The evaluation made six recommendations to inform future programming and strengthen the sustainability of results through institutional anchoring and practical uptake.
