
Type of support provided by the Facility
Three main and complementary lines of support are available through the Facility in the thematic area(s) determined by the requesting Member State:
- The deployment of experts for advisory and mentoring support;
- Training activities or workshops, which could be co-organized with the other capacity-building programmes of UNOCT and its partners;
- Limited provision of light, non-lethal equipment, such as personal protective equipment or IT equipment.
Human rights and gender aspects are integrated in the support provided by the Facility in ways that are context-specific and comprehensive from design to implementation and assessment. The Facility operates in accordance with the United Nations Human Rights Due Diligence Policy on Support to Non-United Nations Security Forces (HRDDP) and internal UNOCT guidance, including on gender mainstreaming.

Engagement with Member States
Iraq ![]() | The Facility, in coordination with the UNOCT Global Programme on Prosecution, Rehabilitation and Reintegration (PRR), provides technical assistance to the Iraqi authorities in charge of registering, repatriating and reintegrating adult Iraqi citizens seeking voluntary repatriation from Al Hol camp in Northeast Syria. |
Kenya ![]() | In cooperation with relevant UNOCT Global Programmes, the Facility is supporting Kenya to strengthen PCVE implementation and counter-terrorism capacities through advisory and mentoring assistance on monitoring and evaluation frameworks and strategic communications, support for the responsible use of open-source intelligence, and the development of the country’s first counter-terrorism investigations course. |
Kyrgyzstan ![]() | The Facility assisted the Kyrgyz Republic in making proper and effective use of digital forensic information in terrorism-related cases, with the provision of advisory and mentoring services, targeted training, and digital forensics and analytical equipment. It is also assisting the Kyrgyz Republic in improving the protection of vulnerable targets and critical infrastructures. |
Malawi ![]() | The Facility, in collaboration with the United Nations Office on Drugs and Crime, is providing technical advice to the Law Commission of Malawi for the drafting of a new, comprehensive anti-terrorism bill. Together with UNOCT’s Global Fusion Cells programme, the Facility is facilitating an exchange of experience between Malawi and other African Member States to help inform reflection towards strengthening its national interagency coordination for preventing and countering terrorism. |
Maldives ![]() | The Facility is providing advice, mentoring, training and non-lethal equipment to the Maldivian Police Force and judicial institutions to strengthen national coordination and investigative, prosecutorial, and adjudicative capacities in terrorism-related cases. |
Nigeria ![]() | The Facility is providing procedural support and technical advice to Nigeria's National Counter Terrorism Centre in leading the revision of Nigeria's National Counter Terrorism Strategy (NACTEST) and in exchanging best practices with other counter-terrorism centres in Africa and in the Middle East. |
Somalia ![]() | The Facility, in collaboration with UNTMIS, is providing advice, mentoring, and training to the Somali Police Force's Federal Darwish in strengthening its command, control and coordination capacities to conduct counter-terrorism operations. |
Tajikistan ![]() | The Facility, in cooperation with the UNOCT Global Programme on Countering Terrorist Use of Weapons, is supporting Tajikistan in strengthening border security against the trafficking of radiological and nuclear materials along the border with Afghanistan. The Facility is also strengthening the capacities for the effective use of digital forensics in terrorism-related investigations and prosecutions. Support from the Facility includes advisory and mentoring services, specialized equipment, and human rights-compliant, gender-sensitive, bespoke training. |
Togo ![]() | The Facility, together with UNOCT’s Global Programme for the Protection of Vulnerable Targets (PVT), is advising in the development of a risk-based protection and intervention plan for a vulnerable target selected by Togo and raising awareness of good practices on public-private partnerships and protection against terrorist use of Unmanned Aircraft Systems. Separately, the Facility is providing mentoring, non-lethal equipment, and training to enhance the protection of the local population against the threat of improvised explosive devices (IEDs). |
Uganda ![]() | The Facility, in coordination with the United Nations Office on Drugs and Crime (UNODC), is providing advice, mentoring, and training to the Uganda Police Force and Office of the Director of Public Prosecutions in strengthening national coordination and capacities to investigate and prosecute terrorism-related cases. |
Uzbekistan ![]()
| In cooperation with the UNOCT PCVE Programme, the Facility is supporting Uzbekistan to strengthen whole-of-government and whole-of-society approaches to preventing and countering violent extremism conducive to terrorism, with a focus on strategic planning, institutional coordination, strategic communications, and analytical capacities. |
