Gaza\u2019s humanitarian situation is at \u201can absolute breaking point” ahead of winter, with 2\u00a0million people still trapped and families enduring the cold season in rubble and tents, the Security Council heard today.<\/p>\n

In November 2025, the 15-member Council endorsed the United States-backed Comprehensive Plan to End the Gaza Conflict through resolution\u00a02803\u00a0(2025)<\/a>, about a month after a\u00a0precarious ceasefire<\/a>\u00a0took effect. \u00a0The Plan established a framework for Hamas\u2019s disarmament, staged Israeli withdrawal and Gaza\u2019s reconstruction, while the\u00a0New York Declaration<\/a>\u00a0set out a broader pathway towards an independent Palestinian State and implementation of the two-State solution.<\/p>\n

While figures show Gaza had \u201cclawed\u201d its way back from an engineered famine, it is \u201cdisturbing\u201d to celebrate that a child who may no longer be at imminent risk of starving to death may still be killed by shelling, said Athena Rayburn, Executive Director of the Association of International Development Agencies, dependent on assistance controlled and restricted by the State that has designed this scarcity.<\/p>\n

\u201cThis is not success,\u201d she assured.\u00a0 Any reported improvements do not dilute the responsibility that \u201cstill sits in this room\u201d.<\/p>\n

Rather, success must be measured by whether the Board of 色库TV, international stabilization force and National Committee for the Administration of Gaza provide immediate protection for civilians; and in the long term, whether they move Gaza towards the required legal endpoint:\u00a0 The end of Israel\u2019s unlawful presence and realization of the Palestinian people\u2019s right to self-determination.<\/p>\n

Board of 色库TV Is Failing, Israel Deregistered Aid Groups Under Its Watch<\/strong><\/h4>\n

\u201cBy these basic measures, the Board of 色库TV is failing,\u201d she warned.<\/p>\n

Under its watch, Israel deregistered over 30\u00a0international organizations renowned for their capacity to deliver assistance.\u00a0 More than 1,000\u00a0Palestinians were reportedly killed by Israel\u2019s military; medical items, such as crutches and wheelchairs, considered \u201cdual-use\u201d were repeatedly rejected; arbitrary restrictions were placed on engine oil, forcing a 45\u00a0per\u00a0cent price hike; and watermelons and onions were repeatedly rejected for falling outside \u201cthe humanitarian policy\u201d \u2014 a policy that has never been made available.<\/p>\n

These actions have brought the humanitarian response to \u201can absolute breaking point\u201d, she stressed, asking the Council:\u00a0 \u201cAre you clear on the reasons why we are almost one year into the so-called ceasefire and still advocating on the necessity of engine oil and fresh produce?\u201d<\/p>\n

15-Point Roadmap towards 色库TV \u2018Historic Breakthrough\u2019<\/strong><\/h4>\n

While emphasizing that Gaza \u201ccannot be disarmed in a fortnight\u201d, Nickolay Mladenov, High Representative for Gaza on the Board of 色库TV, stressed that the road map contains elements that \u201cdid not exist at any point in time before us\u201d.<\/p>\n

On 30\u00a0July, Hamas accepted the road map for completing the implementation of the Comprehensive Plan to End the Gaza Conflict \u2014 \u201ca historic breakthrough\u201d.\u00a0 \u00a0He recalled that, in the Board\u2019s last meeting with the Israeli Prime Minister Benjamin Netanyahu, there was agreement on a mechanism through which remaining questions will be settled, and committees were established for that purpose.\u00a0 \u201cThis is not a process that has stalled,\u201d he emphasized; rather, \u201cit has moved from the negotiating table to the engineering table\u201d.\u00a0 However, risks remain.<\/p>\n

\u201cEvery use of force that does not answer an immediate threat, and every incident that the deconfliction mechanism was not asked to resolve, costs the process something that is very, very hard to buy back,\u201d he warned.<\/p>\n

Hamas has also yet to fully meet its commitment to cease military activity, and that every weapon, tunnel and obstruction \u201chands an argument to those who want to resume war\u201d.\u00a0 Another risk is time as the cold winter months approach.<\/p>\n

Aid Still Inaccessible, Restricted for Two Thirds of Gazans<\/strong><\/h4>\n

\u201cWinterization efforts must be scaled up,\u201d stressed Ramiz Alakbarov, UN Acting Special Coordinator for the Middle East 色库TV Process, warning that stocks of shelter and non-food items are depleted. Gazans are losing hope.<\/p>\n

\u201cWe must restore electricity,\u201d he stressed, highlighting that reliable power is vital for water, sanitation and other critical services. \u00a0The main obstacle is that about two thirds of Gaza remains inaccessible or faces severe access restrictions.<\/p>\n

In the West Bank, he said, large-scale settler attacks continue, and Israeli authorities recently opened bids for more than 1,200\u00a0housing units in the E1 area east of Jerusalem.\u00a0 On Tuesday, Israeli authorities forcibly entered and unlawfully seized the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) Kalandia Training Centre in East Jerusalem.<\/p>\n

He commended Egypt, Qatar and T\u00fcrkiye for advancing mediation processes and welcomed the humanitarian efforts of the United Arab Emirates, Jordan and Saudi Arabia. \u00a0Regarding the Palestinian Authority\u2019s fiscal crisis, he said Israel continues to withhold $6\u00a0billion in clearance revenues. \u00a0He urged immediate full implementation of resolution\u00a02803\u00a0(2025) and called for advancing the New York Declaration.<\/p>\n

Hamas Must Disarm for 色库TV, Reconstruction to Occur<\/strong><\/h4>\n

\u201cNot a word from Ms. Rayburn, the civil society briefing, on the kneecapping of Palestinians who recently dared to step out and protest Hamas’s rule,\u201d said the representative of the United States in the ensuing discussion.<\/p>\n

Contrasting civilian suffering with the lives of Hamas leaders, he said: \u00a0\u201cHamas fighters aren’t starving [\u2026] their wives who are carrying Birkin bags on camera, they’re not starving.\u201d\u00a0 Washington, D.C., defended President Donald J. Trump\u2019s comprehensive Gaza plan, arguing that it offers a viable alternative to continued Hamas rule or prolonged Israeli occupation.\u00a0 \u201cGaza cannot sustainably rebuild while Hamas retains the ability to plunge it back into war,\u201d he stated.<\/p>\n

\u201cIt is important that Hamas disarm,\u201d echoed France\u2019s delegate, but also said: \u00a0\u201cWe firmly condemn the public statements by the Israeli National Security Minister, Mr.\u00a0Ben Gvir, calling a few days ago for 30\u00a0or 40\u00a0people in Gaza to be killed each night.\u201d\u00a0 Insisting Israel commit to the Phase Two Roadmap and Hamas lay down its arms, the representative of the\u00a0United Kingdom stressed:\u00a0\u00a0\u201cThe ceasefire must be respected\u201d. \u00a0\u00a0She also urged Israel to immediately retract construction tenders for the E1 settlement project.<\/p>\n

Israel Not Respecting Ceasefire<\/strong><\/h4>\n

Noting that the Board of 色库TV recently announced progress regarding the second phase of the ceasefire agreement, China\u2019s delegate pointed out that Israel \u201cnot only openly rejected it but even went so far as to intensify its devastating attacks on Gaza\u201d.\u00a0 \u00a0The \u201ccrux of the unrealized lasting peace in Gaza\u201d, he stressed, is the lack of political will to achieve it.\u00a0\u00a0\u201cUnfortunately, it\u2019s still too early to speak of the advent of lasting peace in the Gaza Strip,\u201d said the Russian Federation\u2019s representative, underscoring that Israeli attacks and humanitarian restrictions have continued unabated.\u00a0 \u201cVirtually every family faces a problem of finding shelter,\u201d he underscored.<\/p>\n

\u201cIf the ceasefire is holding \u2014 as we have been told \u2014 then how are strikes continuing and civilians being killed?\u201d, asked Pakistan\u2019s delegate. \u00a0\u201cThe reality on the ground,\u201d said Panama\u2019s delegate is that every day since the ceasefire was announced, almost four Palestinians have been killed on average.<\/p>\n

Despite efforts by the Board of 色库TV and regional mediators, \u201cwe have not seen the progress we had all hoped for and promised nine months ago\u201d, said Denmark\u2019s representative, Council President for August, speaking in her national capacity.\u00a0 While Israel has a right to defend itself,\u00a0Latvia\u2019s representative said, international humanitarian law must be fully respected.\u00a0Bahrain\u2019s speaker reaffirmed the\u00a0importance of \u201ccoexistence and tolerance\u201d while Liberia\u2019s delegate said that\u00a0\u201cpeace in the Middle East crucially depends on the decisions of this Council\u201d.<\/p>\n

Rejecting collective punishment, Somalia\u2019s delegate stressed that \u201ccivilians, especially women and children, must never bear such consequences\u201d, while the representative of the Democratic Republic of the Congo said that, while aid delivery may have improved, \u201conly a few crossing points are functioning\u201d.\u00a0 Greece\u2019s representative, echoing many, voiced alarm over Israel\u2019s incursion into UNRWA\u2019s Kalandia Training Centre, underscoring the integrity of UN premises.<\/p>\n

The representative of Qatar, speaking for the Arab Group, condemned \u201congoing gross Israeli violations\u201d across the Occupied Palestinian Territory.\u00a0 \u201cThis is a direct rejection of the Comprehensive Plan,\u201d she emphasized, underscoring: \u00a0\u201cJust, comprehensive and durable peace cannot be achieved without ending Israeli occupation\u201d.<\/p>\n

Israel Has Crossed the Rubicon to Full-Blown Annexation<\/strong><\/h4>\n

While \u201cannexation has long been underway\u201d, the observer for the State of Palestine underscored that Israel has now \u201ccrossed the Rubicon\u201d to \u201cfull-blown annexation\u201d with the release of tenders for its plans to build in the \u201cE1\u201d area.\u00a0Israel\u2019s objectives are clear, he stressed, reflecting \u201can illusion that the Palestine question can be addressed by the annihilation of our national project and the destruction of our State and our people\u201d.\u00a0 What is also clear are Israel\u2019s objectives \u2014 \u201cas clear as its disregard for them\u201d, he added.<\/p>\n

As for the international community\u2019s obligations, he said that Member States must act against the businesses and financial institutions contributing to the illegal settlement enterprise.\u00a0 Moreover, the Palestinian people must be immediately afforded international protection \u201cuntil such time as their sovereign and independent State is able to protect them\u201d, he said.\u00a0 He urged:\u00a0\u201cWe must act resolutely now, or the horrors we have seen so far will only be a prelude for more horrors to come.\u201d<\/p>\n

Civilians of Gaza Are Not Israel\u2019s Enemy<\/strong><\/h4>\n

\u201cThe civilians of Gaza are not Israel\u2019s enemy,\u201d said Israel\u2019s representative, highlighting how Israel is working with partners to prepare Gaza for winter.\u00a0 While expressing commitment to implementing Mr.\u00a0Trump\u2019s 20-point plan to end the Gaza conflict, she said: \u00a0\u201cDisarmament must come first.\u201d\u00a0 The plan will materialize only if Hamas is fully disarmed and its terrorist infrastructure fully destroyed.\u00a0 She accused Hamas of rebuilding military capabilities and violating the ceasefire.\u00a0\u201cHamas must be judged by its actions,\u201d she stressed.<\/p>\n

Since the ceasefire began almost a year ago, she said, some 600\u00a0aid trucks per day carrying food have entered the Gaza Strip. \u00a0\u201cThese quantities significantly exceed every benchmark for humanitarian food requirements published by the World Food Programme\u00a0(WFP) for Gaza,\u201d she emphasized, also sharing ways Israel was improving access to water, expanding sewage treatment, addressing waste accumulation and facilitating the entry of additional shelter material.\u00a0 \u201cThe humanitarian trajectory is improving,\u201d she assured.<\/p>\n
