•\t<\/span>Male Palestinians aged 16 to 35, including patients and those with metal implants, are still not permitted to travel out of the Gaza Strip through the Rafah Terminal. The Palestinian Ministry of Health (MoH) reported that a large number of patients with medical referral documents for necessary treatment abroad continue to be denied access.<\/p><\/div>\n

\n

•\t<\/span>8 October<\/strong>: Two MoH ambulances tried to reach a house in Jabalia where a man and his children were injured due to an IDF missile attack. However, IDF troops surrounded the house and opened fire. The two ambulances were able to evacuate the injured after approximately 45 minutes. The man died during the evacuation.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: The IDF opened fire towards a MoH ambulance that was attempting to evacuate residents injured in a missile strike on a house in Beit Lahia. The ambulance was able to evacuate the wounded after one hour.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: An ambulance was damaged when the IDF opened fire towards the Nasser hospital.<\/p><\/div>\n

West Bank:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>6 October<\/strong>: Seven persons lost their homes after the IDF destroyed the internal walls of one apartment in 'Ayda refugee camp, Bethlehem district. The apartment belonged to the family of a detainee.<\/p><\/div>\n

\n

•\t<\/span>12 October<\/strong>: A two-storey house (four flats) was demolished in Beit Wazan west of Nablus. The house provided shelter for 20 people (four families). The house was demolished allegedly due the owners’ affiliations with Islamic Jihad.<\/p><\/div>\n

\n

•\t<\/span>During the week, the Israeli Civil Administration issued an order that allows the IDF to demolish tents and caravans belonging to the Bedouin community of Arab Abu Farda in Qalqiliya governorate. In February 2004, the Bedouins in Arab Abu Farda together with Bedouins from Ramadin received demolition orders for six dwellings. These six houses are included in a total of 11 dwellings that on 28 December received orders to halt further construction.<\/p><\/div>\n

Gaza:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>6 October<\/strong>: A three-storey house was demolished in Al Satter Al Gharbi area in Khan Younis.<\/p><\/div>\n

\n

•\t<\/span>6, 7, 9 and 10 October<\/strong>: Sixteen houses were demolished and another three were damaged in Jabalia refugee camp.<\/p><\/div>\n

\n

•\t<\/span>8 October<\/strong>: A water well and a chicken farm were demolished in Al Mughraga area southeast of Netzarim settlement.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: One house was demolished in Al Mughraqa area southeast of Netzarim settlement.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: Fourteen Bedouins shelters were demolished and another was damaged in Orayba area in northern Rafah.<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: The IDF damaged the boundary walls of several houses on Salah el Din Street northwest of Kfar Dorom settlement in Deir Al Balah.<\/p><\/div>\n

\n

•\t<\/span>12 October<\/strong>: Three houses were demolished in Deir Al Balah north of Kfar Darom settlement.<\/p><\/div>\n

\n

•\t<\/span>People made homeless: 238 individuals.<\/p><\/div>\n

5. <\/strong><\/span>Land levelling\/Requisitions<\/u><\/strong><\/span>1<\/sup><\/span><\/p><\/div>\n

West Bank<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>7 October<\/strong>: Israeli settlers from Sha’arei Tigwa uprooted olive trees covering an area of approximately 8 dunums (0.8 hectares) on the other side of the Barrier located near the settlement. The land belongs to farmers from Masha, who have been prevented from reaching their land since construction of the Barrier.<\/p><\/div>\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>6 October<\/strong>: Fifty dunums (5 hectares) of olive trees and agricultural land were levelled in Al Satter Al Gharbi area in Khan Younis.<\/p><\/div>\n

\n

•\t<\/span>7 October<\/strong>: Fifteen dunums (1.5 hectares) of greenhouses were levelled east of Khuza’ area east of Khan Younis.<\/p><\/div>\n

\n

•\t<\/span>12 October<\/strong>: Forty dunums (4 hectares) of citrus and olives were levelled in Deir Al Balah north of Kfar Darom settlement.<\/p><\/div>\n

6. <\/strong><\/span>Closure<\/u><\/strong><\/span>2<\/sup><\/strong><\/span>\/Restrictions on movement<\/u><\/strong><\/span><\/p><\/div>\n

<\/p>\n

\n

UNRWA has reported an increased number of incidents (13 incidents reported) on restrictions on movements for its staff following the Israeli “Qassam Rocket” allegations. According to UNRWA, its vehicles have been searched and IDF have frequently asked the UNRWA staff about Qassam rockets.<\/p><\/div>\n

<\/p>\n

Tulkarm\/Qalqiliya\/Salfit governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>The IDF maintained the restricted movement on the local populations in Tulkarm Governorate despite the end of the Jewish holidays. However, the restriction has been relatively relaxed and only a few flying checkpoints were observed (Between Salfit town and Khirbet Qeis, and the entrances of Marda, Kifl Haris and Haris). During the week, the crossing procedures at Kafriat checkpoint have constantly changed making the movement situation\/access completely unclear to the local residents. In general, only residents of Jbara and Shufa have been able to cross the checkpoint in their own vehicle without needing a special permit.<\/p><\/div>\n

\n

•\t<\/span>In Qalqiliya Governorate, the movement has been less restricted and people have been able to move freely within the governorate, including through the tunnel between Habla village and Qalqiliya town.<\/p><\/div>\n

\n

•\t<\/span>In Salfit district, the movement between the villages continues to be hampered by the existence of road blocks and earth mounds and the restrictions to travel on the main roads.<\/p><\/div>\n

\n

•\t<\/span>The work on preparation for the Barrier in Ar Zawiya is still suspended following a decision from the Israeli High Court of Justice. Also, the preparation work around Ariel is suspended pending new court decision.<\/p><\/div>\n

\n

•\t<\/span>Barrier gates: The IDF has virtually changed the opening hours of all barrier gates in conjunction with the olive harvest (please see table below<\/i>). Although announced earlier, most of the new opening hours only went into effect after the end of the Jewish holidays on 10 October. All seasonal gates will close again after the harvest. Farmers can in principle cross the gates by foot and with donkeys and tractors without permission other than the green permit. Cars need special permission.<\/p><\/div>\n

<\/p>\n

\n

Nablus\/Jenin\/Tubas governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>6 to 10 October<\/strong>: The IDF closed Tayasir checkpoint east of Tubas for all Palestinians (including permit holders). Palestinians teachers were an exception to the rule. The northern Jordan Valley was announced a closed military area two months ago.<\/p><\/div>\n

\n

•\t<\/span>6 October<\/strong>: The IDF closed ‘Awarta commercial checkpoint (Nablus) from 1pm until the evening of 9 October.<\/p><\/div>\n

\n

•\t<\/span>7 October<\/strong>: The IDF closed the southern entrance of Balata refugee camp with earth mounds<\/p><\/div>\n

<\/p>\n

\n

Ramallah\/Al Bireh governorate:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>7, 10 and 12 October<\/strong>: At 7am during the morning rush hours , the IDF at Atara (partial) checkpoint searched cars and checked IDs which resulted in long delays for the Palestinians.<\/p><\/div>\n

\n

•\t<\/span>10 October<\/strong>: The IDF closed the gate at An Nabi Salih and erected an earth mound for two days. People from the Bani Zeid cluster needed to use Ajjoul Road to go to Ramallah.<\/p><\/div>\n

\n

•\t<\/span>10 October<\/strong>: A checkpoint at An Nabi Salih gate was in operation throughout the day, long delays were experienced at the gate.<\/p><\/div>\n

\n

•\t<\/span>10 October<\/strong>: The IDF closed the main entrance to Deir Abu Mash’al, which was opened by the villagers three months ago. People had to drive on a long dirt road as the other entrance next to Shuqba was also closed by an earth mound<\/p><\/div>\n

<\/p>\n

\n

Jerusalem\/Jericho governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>IDF mobile checkpoints have been observed frequently at the entrance to Al ‘Eizariya\/Ma’ale Adumim settlement, Abu Dis and ‘Anata, resulting in long lines of cars waiting to get through.<\/p><\/div>\n

\n

•\t<\/span>8 October<\/strong>: Only Palestinian Jerusalemites older than 40 years of age were allowed access to Al Aqsa.<\/p><\/div>\n

\n

•\t<\/span>Restrictions on Palestinian movement in and out of Jericho were eased after the Jewish Sukkot holidays. Jericho residents and Jerusalemites as well as internationals can now enter and leave the city by vehicles without any permits. Other West Bank Palestinians need a permit.<\/p><\/div>\n

<\/p>\n

\n

Jerusalem Envelope Barrier:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>North<\/strong>: Construction of the Barrier is continuing along Road 60, the main road, between Qalandiya and Ar – Ram checkpoints. Land levelling for the Barrier is also taking place alongside the road between Hizma and Anata villages.<\/p><\/div>\n

\n

•\t<\/span>East<\/strong>: Construction of the Barrier is continuing in Ash Sheikh Sa’ad, Sawahriya ash Sharqiya, Abu Dis, and Al ‘Eizariya. Construction is nearly completed from Mt. of Olives to the hill just south of Al Quds University in Abu Dis. Barrier construction in Sur Bahir is still on halt.<\/p><\/div>\n

\n

•\t<\/span>Northwest<\/strong>: Construction of the Barrier is ongoing in Bet Duqqu, Qatanna and Kharayib Umm Al Lahim. In Biddu, Bet Ijza, Al Qubeiba and Bet Surik, construction is still on halt.<\/p><\/div>\n

<\/p>\n

\n

Hebron\/Bethlehem governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>The closure on Hebron Governorate continued for a seventh week since the Beer Shev'a bombing on 31 of August. Hebron and Yatta are still under tighter closure restrictions than the rest of the governorate. The main internal road between Hebron and Dura is closed by a military checkpoint preventing vehicular traffic except for emergency services and international humanitarian organisations. The Dura – Al Fawwar junction remains closed for regular Palestinian traffic although access for emergency services is possible through coordination with the IDF. The eastern access to Yatta from the bypass Road 317 remains closed to vehicular traffic as Zif gate is closed. Movement to Bethlehem from Hebron is monitored closely: a flying checkpoint has been set up on Road 60 after the turn for Halhul. The internal connection to Bethlehem via Road 356 (Wadi Sa’ir) is monitored by several flying checkpoints as well deterring movement of Palestinians on a road which does not require permits. Movement restrictions in the Governorate of Bethlehem are not as tight, but access to Israel\/Jerusalem is still restricted.<\/p><\/div>\n

\n

•\t<\/span>6 October to date<\/strong>: Palestinian carrying ID cards and residents in Hebron city are not being allowed by the IDF to cross the bridge into Halhul. The bridge was reopened on 3 October only to pedestrian traffic. Movement is not possible after 5pm.<\/p><\/div>\n

\n

•\t<\/span>6, 7, 8 October<\/strong>: Movement towards Bethlehem\/Jerusalem from the Gush 'Etzion checkpoint was restricted to all green-plated vehicles in conjunction with the last part of the Jewish holiday season.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: International NGOs with yellow-plated vehicles were prevented access through the Ras Al – Jura checkpoint in Hebron district.<\/p><\/div>\n

<\/p>\n

\n

The enclosed areas in the Gaza strip:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>As Seafa<\/strong>: Since 22 April 2004, the IDF has allowed only three to four people with As-Seafa IDs to go in and out on foot, for one time only, with prior coordination, to bring food in. These people are permitted to exit and enter through the gate at two irregular periods: approximately 6.30am to 8.30am and from approximately 2pm to 4.30pm. No vehicles are permitted to enter or exit. Coordination for international organisations to enter the area has been extremely problematic.<\/p><\/div>\n

\n

•\t<\/span>6 to 8 October<\/strong>: As Seafa gate was completely closed. No one was permitted to pass including 24 students.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: As Seafa gate was reopened and four people were allowed to exit.<\/p><\/div>\n

\n

•\t<\/span>Since 6 October<\/strong>: Agricultural produce from As-Seafa was allowed to be brought out.<\/p><\/div>\n

\n

•\t<\/span>Al-Mawassi<\/strong>: IDF restrictions remain, with the entry-exit gate at Al Tuffah checkpoint generally opening twice daily for limited numbers of Al Mawassi ID holders from approximately 8am to 1pm and from approximately 2.30pm to 5pm. Since 10 May 2004, males aged below 30 years who are Al Mawassi ID holders have been required to have prior coordination to pass though Al Tuffah checkpoint. Since 6 June 2004, prior coordination has been required for unmarried females with Al Mawassi ID who are between the ages of 18 and 25. Vehicles are not allowed to pass, with some exceptions given for international agencies that have undertaken prior coordination with the IDF.<\/p><\/div>\n

\n

•\t<\/span>23 September to 8 October<\/strong>: Al Tuffah checkpoint was closed. Al Tuffah reopened on 9 October.<\/p><\/div>\n

\n

•\t<\/span>Tel As-Sultan checkpoint remained closed during the reporting period.<\/p><\/div>\n

\n

•\t<\/span>Kfar Darom<\/strong>: The Palestinian area adjacent to Kfar Darom settlement was declared a closed military area following a suicide attack on 27 February 2004. Since 20 July 2002 no vehicular movement has been allowed in and out of the area and the IDF erected a fence around the area. Movement is restricted by the IDF with the entryexit gate generally opening four times daily for Al Maa’ni ID holders only from 6.30am to 7.30am, 10.30am to 11.30am, 1pm to 2pm and 4pm to 5pm. Access for international organisations into the area remains extremely problematic.<\/p><\/div>\n

7. <\/strong>Olive Harvest incidents<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

Nablus\/Jenin\/Tubas governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>7 October to 12 October<\/strong>: The IDF refused to let people, including holders of olive harvest permits, of Tura al Gharbiya (Jenin) pass through Um al Rihan gate to their olive groves west of the Barrier.<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: A group of Palestinian from 'Asira al Qibliya village were picking olives in the village fields near Yits'har settlement when some settlers tried to prevent them for harvesting. A fight broke out between the two groups. A 26-year-old was shot in the neck allegedly by a settler. Later IDF jeeps entered the village of ‘Asira al Qibliya, surrounded several buildings and the IDF arrested three Palestinians who it suspected were engaged in the fighting<\/p><\/div>\n

<\/p>\n

\n

Hebron\/Bethlehem.<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: A farmer from 'Urif village (Nablus) was allegedly beaten by a group of settlers from Yits'har settlement while picking olives from his grove. The farmer was evacuated to a Nablus hospital. He suffered from a broken collar bone.<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: The IDF prevented a farmer from Sa'ir village, Hebron district, from collecting olives from his land and informed him he needs a permit. The land is 600 metres from Mizad B settlement.<\/p><\/div>\n

<\/p>\n

\n

8. <\/strong>Access to schools:<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

West Bank<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>Hundreds of students from Abu Dis and Al ‘Eizariya, Jerusalem district, are experiencing difficulties in crossing the gate in the Barrier near Ras al ‘Amud to reach their schools in East Jerusalem each day. The gate is manned by Israeli Border Police and only Palestinians with valid permits or Jerusalem IDs are allowed to cross. Schools in several Palestinian Jerusalem neighbourhoods are becoming overcrowded because many students have been forced to change schools due to Barrier construction.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: Students in Nabi Salih, Ramallah district, have been unable to reach their primary schools in the village and the nearby secondary school in Beit Rima and Deir Ghassaneh due to curfew.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: The schools in Beit ‘Ur at Tahta, Ramallah district, started two hours late (10am) – curfew was lifted at around 9am.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: According to the Palestinian DCL, the IDF fired two sound grenades in the playground of Dar Salah secondary school, Bethlehem district, no injuries were reported.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: Teachers from Bethlehem were delayed in reaching their destination in the western villages and the schools in Beit Fajjar and Jurat ash Sham'a, in Bethlehem district, because of a flying checkpoint at the Al Khader– Husan junction<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: School in Deir Abu Mash’al, Ramallah district, was suspended due to a curfew imposed on the village by the IDF in the early morning.<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: Students in Qarawat Bani Zeid, Ramallah district, were unable to go to their schools due to curfew.<\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: The IDF set up flying checkpoints and blocked the road to Al Quds Open University and Hebron University, in Hebron city. The IDF conducted checks on Palestinian students and arrested a professor from Hebron University.<\/p><\/div>\n

<\/p>\n

\n

Gaza<\/u><\/strong>:<\/p><\/div>\n

\n

•\t<\/span>Since the start of the current IDF operation in the northern Gaza Strip on 29 September, schooling in most of the Governmental and UNRWA school has been severely disrupted.<\/p><\/div>\n

\n

•\t<\/span>From 6 to 8 October<\/strong>: As Seafa students were not able to attend their schools as the IDF closed the only entry and exit gate for the area. Under current restrictions, when open, students are not permitted to re-enter As Seafa area until 4pm.<\/p><\/div>\n

\n

•\t<\/span>12 October<\/strong>: An 11-year-old female student sustained a gunshot wound to the stomach while sitting in an UNRWA school in Khan Younis. She died the next day. (This death is not included in the death toll as it fell outside the reporting period. It will be included in the next report)<\/p><\/div>\n

9. <\/strong>Labour movement to Israel<\/u><\/strong><\/p><\/div>\n

<\/p>\n

\n

Tulkarm\/Qalqiliya\/Salfit governorates:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>The IDF continued to enforce the suspension of all permits to Israel (work, trade, visitors, etc.), the only exceptions are humanitarian cases\/transfers. However, Palestinian-Israelis are allowed to enter Tulkarm and Qalqiliya provided they can prove they have family in the areas. In Tulkarm, Arab-Israelis must leave their vehicles outside the Kafriat checkpoint in a special constructed parking lot before crossing .<\/p><\/div>\n

\n

Jericho governorate:<\/u><\/strong><\/p><\/div>\n

\n

•\t<\/span>11 October<\/strong>: Ten Palestinians were injured in Balata refugee camp, Nablus, during clashes with IDF.<\/p><\/div>\n

•\t<\/span>IDF search and arrest operations took place during the week in Zawata town, Nablus; Balata refugee camp, Nablus, Tammun town,Tubas; Nablus city; Jenin city; Burin village (Nablus); 'Asira ash Shamalyia town (Nablus); Silat adh Dhahr village, Jenin; and Qabatiya town, Jenin. Twenty-seven Palestinians were reported arrested in these operations.<\/p><\/div>\n

Tulkarm\/Qalqiliya\/Salfit<\/u><\/strong><\/p><\/div>\n

•\t<\/span>7 October<\/strong>: Settlers from Quedumin settlement prevented Palestinian farmers from reaching their land near Kfur Qaddum allegedly because of the Jewish holidays.<\/p><\/div>\n

\n

•\t<\/span>10 October<\/strong>: Three young settlers from Tappuah settlement were arrested by the Israeli Police on the charge of setting fire to an olive grove belonging to farmers from Yasuf in Salfit district. Local villagers trying to put out the fire were allegedly injured subsequently by stones thrown by the settlers.<\/p><\/div>\n

•\t<\/span>Some military operations and search campaigns took place in Jayyous, Deir al Ghusun, Tulkarm refugee camp, Ramin, Seida, Tulkarm town, Irtah, Salfit town, Nur Shams refugee camp and Qalqiliya town. In total, six people were reported arrested. In Seida, the military operation on 6 October resulted in one Palestinian killed. <\/p><\/div>\n

Ramallah \/Al Bireh<\/u><\/strong><\/p><\/div>\n

•\t<\/span>Throughout the week, IDF search and arrest campaigns took place in Beit ‘Ur at Tahta, Kafr ‘Ein, Qarawat Bani Zeid , An Nabi Salih and Al Bireh, Eleven Palestinian males were arrested.<\/p><\/div>\n

Jerusalem<\/u><\/strong><\/p><\/div>\n

•\t<\/span>IDF search and arrest campaigns occurred in Ar Ram and Dahiyat al Bareed. One Palestinian was reportedly detained.<\/p><\/div>\n

•\t<\/span>Israeli police arrested a Palestinian girl who reportedly attempted to take a weapon from and an Israeli police women.<\/p><\/div>\n

Hebron\/Bethlehem<\/u><\/strong><\/p><\/div>\n

•\t<\/span>7 October<\/strong>: Palestinians opened fire at an Israeli vehicle near Susya settlement, Hebron district, no injuries were reported.<\/p><\/div>\n

•\t<\/span>7 October<\/strong>: The IDF held up a bus carrying secondary school students from Al 'Arrub refugee camp at the entrance to Beit Ummar, Hebron district, allegedly beating some of them and arresting three.<\/p><\/div>\n

\n

•\t<\/span>9 October<\/strong>: A group of five human rights activists were allegedly ambushed by a group of five to seven settlers after the activists accompanied schoolchildren back from their lessons in At Tuwania, south Hebron. The attack occurred on the road connecting the villages of At Tuwani and Tuba, in front of the settlement of Ma’on.<\/p><\/div>\n

•\t<\/span>6, 7 and 9 October<\/strong>: Throughout the day, Palestinians stoned IDF soldiers at the site of the construction of the Barrier near 'Ayda camp, Bethlehem district. The IDF responded with tear gas canisters and rubber coated metal bullets but no injuries were reported.<\/p><\/div>\n

•\t<\/span>11 October<\/strong>: An Israeli Border Police soldier was stabbed by a Palestinian near the Ibrahimi Mosque, Hebron city, the soldier was transferred to hospital and the Palestinian was arrested.<\/p><\/div>\n

\n

•\t<\/span>6 October <\/strong>to date<\/strong>: Search and arrest campaigns took place in Hebron city, Yatta, Al 'Arrub camp, Beit Awwa, Bethlehem, Al Khader, Ad Doha and 'Ayda camp. Approximately 70 Palestinians were arrested.<\/p><\/div>\n
