1.\t<\/span>The PRESIDENT (translated from French): <\/i>In accordance with the decisions taken by the Council at its 1373rd and 1375th meetings on 9 and 13 November, I propose with the consent of the Council to invite the representatives of the United Arab Republic, Israel, Jordan and Syria to take places at the Council table and to participate without vote in the discussion.<\/p><\/div>\n

\t<\/span>At  the  invitation  of  the  President,  Mr.  I.  Fahmy (United  Arab  Republic), Mr. G. Rafael (Israel), Mr. M. H. El-Farra (Jordan) and Mr. G. J. Tomeh (Syria) took places at the Council table.<\/i><\/p><\/div>\n

2.\t<\/span>The PRESIDENT (translated from French): <\/i>The Security Council will resume its examination of the item before it. I call upon the representative of Bulgaria.<\/p><\/div>\n

<\/p>\n

3.\t<\/span>Mr. TARABANOV (Bulgaria) (translated from French): <\/i>The Council has three draft resolutions before it for consideration. We have already expressed our views on the first two [S\/8227 and <\/i>S\/8229 dated 7 November]. <\/i>The third was only submitted yesterday [S\/8247 dated 16 November], <\/i>and we have been asked to take a vote as soon as possible, preferably today.<\/p><\/div>\n

<\/p>\n

4.\t<\/span>We consider that twenty-four hours is too short a period in which to form an opinion on a draft resolution of this nature. In the circumstance I consider it both necessary and fitting that we should have more time to reflect on the documents and also to receive the instructions which are necessary in such a case. For that reason, I move that under rule 33 of the Security Council's provisional rules of procedure the meeting be adjourned until Monday afternoon.<\/p><\/div>\n

5.\t<\/span>The PRESIDENT (translated from French): <\/i>The representative of Bulgaria has proposed that the meeting of the Council be adjourned until Monday afternoon. It is for the Council to take a decision.<\/p><\/div>\n

<\/p>\n

\n

6.\t<\/span>Lord CARADON (United Kingdom): We have just heard a new proposal from the representative of Bulgaria for delay and it would be in accordance with the traditions of the Council to respect his wish, and that of, I understand, one or two other members of the Council, that there should be a further period for consideration and for the receipt of instructions. Yes, Mr. President, I imagine that we would all wish to fall in with that request.<\/p><\/div>\n

<\/p>\n

\n

7.\t<\/span>I would only wish, in agreeing with what he has proposed, to emphasize again what I am sure is in the minds of all of us, that we deal with a matter which is not only most serious but is also most urgent.  We have been debating this matter for long past; and the time has come to decide upon it.  I would greatly hope that if we agree–as I have little doubt that we shall–to the request put to us by our friend, the Ambassador of Bulgaria, we shall come prepared to bring this matter to a final conclusion on Monday next, if we meet in the afternoon as proposed, and that we are prepared to sit for long enough to conclude our deliberations on that date.<\/p><\/div>\n

8.\t<\/span>The PRESIDENT (translated from French): <\/i>The representative of the People's Republic of Bulgaria has proposed  that  the  meeting  of  the  Council  be adjourned until Monday 20 November, at 3.30 p.m. If I hear no objection, I shall take it as agreed.<\/p><\/div>\n
