\t<\/span>On instructions from my Government and further to our earlier letters concerning Israel's attacks on southern Lebanon and the Western Bekaa and the arbitrary practices against the civilian inhabitants in which it engages on a daily basis, I have the honour to notify you of the series of such incidents that took place in August 1998.<\/p><\/div>\n

1 August 1998<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1435 and 1655 hours occupying Israeli forces and their client militia fired several 120-mm and 81-mm shells at the town of Mlikh, areas along the Tasah Spring and the area around the abandoned Army barracks in Nabatiyah from their positions on Dabshah, Tahrah and Razlan hills and at Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1700 and 1930 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm and 81-mm mortar shells at Jabal al-Rafi` and Jabal Safi, the outskirts of Luwayzah and the Mu`aytah woodland from their positions at Shurayfah, Sujud and Dabshah and at Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1930 and 1950 hours an Israeli reconnaissance aircraft overflew the Nabatiyah area at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2310 and 2315 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at the area around Mazra`at al-Hamra, the Habbush bridge vicinity and Jabal al-Rafi` from their positions at Ksarat al-Urush and Zafatah.<\/p><\/div>\n

2 August 1998<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0100 and 0625 hours Israeli forces and the client militia strafed the area around their positions on Suwayda, Dabshah and Sujud hills with medium-weapons fire.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0625 and 0700 hours an Israeli reconnaissance aircraft overflew the Nabatiyah and Iqlim al-Tuffah areas at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Bayt Yahun crossing, which is under the control of client militia elements, remained closed to passage in both directions all day long.<\/p><\/div>\n

\t<\/span>Between 1700 and 1835 hours Israeli forces and the client militia fired several 81-mm and 120-mm mortar shells at outlying areas of Bra`shit and Zibqin from their positions on Bal`awil hill and Jabal Balat.<\/p><\/div>\n

\t<\/span>Between 2015 and 2025 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at outlying areas of Zawtar al-Sharqiyah, Zawtar al-Gharbiyah, Mayfadun and Mazra`at al-Hamra, at areas along the Tasah Spring and at Mazra`at Umqata from their positions at Zafatah, Tayyibah, Ksarat al-Urush and Shurayfah.<\/p><\/div>\n

\t<\/span>Between 0300 and 0305 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

\t<\/span>Between 0605 and 0635 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Kafra and Yatar from their positions at Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1350 and 1800 hours an Israeli reconnaissance aircraft overflew the Tibnin, Rashayya, Iqlim al-Tuffah and Sidon areas at high altitude.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1035 and 1615 hours Israeli forces fired several 120-mm mortar shells at Jabal Bi'r al-Dahr from their positions on Ahmadiyah hill.<\/p><\/div>\n

\t<\/span>Between 2020 and 2200 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm and 81-mm mortar shells at areas along the Zahrani River and the Tasah Spring and at Jabal al-Rafi` and Wadi Bisri from their positions at Zafatah and Ksarat al-Urush and on Sujud, Rum and Anan hills.<\/p><\/div>\n

4 August 1998<\/u><\/p><\/div>\n

\t<\/span>Between 0110 and 0620 hours Israeli forces and the client militia fired several 155-mm artillery shells and 81-mm mortar shells at outlying areas of Kafra, Yatar, Majdal Zun, Haddatha, Ayta al-Jabal and Bra`shit from their positions at Tall Ya`qub, Bayt Yahun and Shihin and on Dabshah and Tahrah hills.<\/p><\/div>\n

\t<\/span>Between 0810 and 0930 hours an Israeli reconnaissance aircraft overflew the Nabatiyah area.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1255 and 1345 hours seven 81-mm and 120-mm mortar shells fired from inside the occupied strip fell in outlying areas of Majdal Zun and Zibqin.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1340 hours Israeli warplanes overflew the Tibnin area at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2150 hours Israeli forces fired three 120-mm mortar shells at Mazra`at Umqata from their position at Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2010 and 2220 hours the client militia fired several 81-mm mortar shells and directed several bursts of medium-weapons fire at Wadi Bisri and outlying areas of Haddatha from its positions at Shaqif al-Naml and on Anan hill.<\/p><\/div>\n

\t<\/span>Between 1900 and 1945 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Shaqra and Majdal Silm and at Wadi al-Qaysiyah from their position at Bawwabat Mays al-Jabal.<\/p><\/div>\n

\t<\/span>Between 0545 and 0700 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Ghanduriyah from their positions at Bawwabat Mays al-Jabal and Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 1345 and 1530 hours Israeli warplanes overflew the Shuf area and the South at high altitude.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1530 and 1630 hours Israeli forces fired several 120-mm mortar shells at Mazra`at Umqata, areas along the Tasah Spring and the outskirts of Luwayzah from their position at Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 1820 and 2110 hours Israeli forces and the client militia fired several 155-mm and 120-mm artillery shells at Mazra`at Umqata, areas along the Tasah Spring and outlying areas of Kafra, Yatar, Haris and Majdal Zun from their positions at Tall Ya`qub, Zafatah and Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 0330 and 0550 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

\t<\/span>Between 0555 and 0605 hours Israeli forces fired seven 155-mm artillery shells at outlying areas of Majdal Zun and Yatar from their positions at Tall Ya`qub and in the Bustan area inside occupied Palestine.<\/p><\/div>\n

\t<\/span>Between 1630 and 1910 hours Israeli forces and the client militia fired several 81-mm and 120-mm mortar shells at Mazra`at Umqata, areas along the Tasah Spring and the area around Sujud hill from their positions at Ksarat al-Urush and on Sujud hill.<\/p><\/div>\n

\t<\/span>Between 0820 and 1100 hours an Israeli reconnaissance aircraft overflew the Baalbek, Central Bekaa and Tumat Jazzin areas at high altitude.<\/p><\/div>\n

\t<\/span>Between 1100 and 1230 hours an Israeli reconnaissance aircraft overflew the Nabatiyah and Tyre areas at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1110 hours the client militia fired six 81-mm mortar shells at outlying areas of Dallafah and Qilya from its position on Ahmadiyah hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1955 and 2040 hours Israeli forces and the client militia fired 15 155-mm, 120-mm and 81-mm artillery and mortar shells at outlying areas of Mansuri, Jibal al-Butm, Yatar, Majdal Zun, Zibqin and Mazra`at Buyut al-Siyad from their positions at Bayadah, on Hardun hill, at the Hamra crossing and at Moshav Shomerah.<\/p><\/div>\n

\t<\/span>Between 2015 and 2220 hours an Israeli reconnaissance aircraft overflew the Nabatiyah, Iqlim al-Tuffah and Sidon areas at high altitude.<\/p><\/div>\n

9 August 1998<\/u><\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0700 and 0815 hours an Israeli reconnaissance aircraft overflew the South at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1145 and 1215 hours the client militia fired 15 120-mm mortar shells at outlying areas of Majdal Zun, Mansuri and Buyut al-Siyad from its position on Hardun hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1420 hours the client militia fired several 81-mm mortar shells at outlying areas of Haddatha from its position at Shaqif al-Naml.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1540 hours Israeli forces and the client militia fired two 120-mm mortar shells at Mazra`at Umqata and Mlikh from their positions at Ksarat al-Urush and on Razlan hill.<\/p><\/div>\n

\t<\/span>At 1950 hours two Israeli helicopters fired four air-to-surface missiles at Mlita hill and the area around Habbush bridge.<\/p><\/div>\n

10 August 1998<\/u><\/p><\/div>\n

\t<\/span>Between 0000 and 0015 hours Israeli forces fired 10 155-mm artillery shells at Wadi al-Qaysiyah and outlying areas of Yatar from their positions at Bawwabat Mays al-Jabal and Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0600 hours Israeli forces fired several 155-mm artillery shells at Wadi al-Qaysiyah and outlying areas of Kafra and Yatar from their positions at Tall Ya`qub and in the vicinity of Moshav Shomerah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1720 and 1750 hours Israeli aircraft overflew the South at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1735 two Israeli warplanes attacked outlying areas of Mashgharah, firing two air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1800 and 2200 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at Mazra`at Umqata, Wadi Bisri, Mazra`at al-Hamra and outlying areas of Qa`qa`iyat al-Jisr from their positions at Zafatah and Ksarat al-Urush and on Dabshah and Rum hills.<\/p><\/div>\n

\t<\/span>At 0420 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

\t<\/span>Between 1200 and 1245 hours the client militia fired four 81-mm mortar shells at the area around Tumat Niha from its position at Tumat Jazzin.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1915 hours the client militia directed several bursts of medium-weapons fire at Wadi Bisri from its position on Anan hill.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 2030 and 2240 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at Jabal Sujud, Jabal Safi, areas along the Tasah Spring, Mazra`at Umqata, outlying areas of Ayn Qana, Wadi al-Kafur and the Yuhmur al-Shaqif valley from their positions at Shurayfah, Ksarat al-Urush and Zafatah.<\/p><\/div>\n

\t<\/span>Between 2100 and 2320 hours 10 flares were fired from inside the occupied strip over Wadi Jahannam to the south-east of Ayn Ata.<\/p><\/div>\n

\t<\/span>Between 0215 and 0455 hours Israeli forces fired several 155-mm artillery shells at Wadi al-Qaysiyah from their position on Radar hill and Ali al-Tahir hill and at Bawwabat Mays al-Jabal.<\/p><\/div>\n

\t<\/span>At 0355 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

\t<\/span>Between 0900 and 1145 hours an Israeli reconnaissance aircraft overflew the South and the coastal Shuf area at high altitude.<\/p><\/div>\n

\t<\/span>Between 1025 and 1040 hours Israeli forces and the client militia fired 14 120-mm mortar shells and directed several bursts of medium-weapons fire at Wadi Bisri from their positions at Ksarat al-Urush and on Anan hill.<\/p><\/div>\n

\t<\/span>Between 1840 and 2225 hours Israeli forces and the client militia fired several 155-mm artillery shells and 81-mm and 120-mm mortar shells at outlying areas of Kafr Rumman, areas along the Zahrani River, Jabal al-Rafi` and Wadi Bisri from their positions at Zafatah, Shaqif al-Naml and Bayt Yahun and on Tahrah, Dabshah, Rum, Anan and Zimriya hills.<\/p><\/div>\n

\t<\/span>Between 0200 and 0720 hours Israeli forces and the client militia fired several 155-mm artillery shells at Wadi al-Qaysiyah from their positions at Bawwabat Mays al-Jabal and on Rum and Sujud hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0800 hours a client militia foot patrol strafed the Tumat Niha road area with medium- and light-weapons fire.  Samir Tannus Atiyah (born 1981), from Majdalun, was hit in the arm and leg by a number of rounds.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1630 hours Israeli forces and the client militia fired two 120-mm mortar shells at Mazra`at Umqata from their positions on Razlan hill and at Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1845 and 2100 hours Israeli forces and the client militia fired several 155-mm shells at outlying areas of Shaqra, Majdal Silm, Haddatha and Mazra`at al-Hamra from their positions at Shaqif al-Naml, Bawwabat Mays al-Jabal and Zafatah.<\/p><\/div>\n

\t<\/span>Between 2120 and 2135 hours Israeli warplanes overflew the Nabatiyah, Iqlim al-Tuffah and Sidon East areas at various altitudes and attacked parts of Sujud hill firing air-to-surface missiles.<\/p><\/div>\n

14 August 1998<\/u><\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0610 and 0630 hours Israeli forces and the client militia fired several 155-mm, 120-mm and 81-mm artillery shells at Wadi al-Kafur and outlying areas of Yuhmur al-Shaqif and Mayfadun from their positions Sala`ah, Zafatah, Ksarat al-Urush and Qal`at al-Shaqif (Château de Beaufort).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1455 hours a client militia mechanized patrol fired three shells directly at Majdal Zun from an area outside Jibbayn.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2010 hours an Israeli reconnaissance aircraft overflew the Iqlim al-Tuffah area at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2305 hours the client militia directed several bursts of medium-weapons fire at Jabal Safi from its position on Sujud hill.<\/p><\/div>\n

15 August 1998<\/u><\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1250 and 1400 hours Israeli forces and the client militia fired several 155-mm and 120-mm artillery shells at areas along the Tasah Spring from their positions at Zafatah, Ksarat al-Urush and the Hamra crossing.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1915 and 2010 hours the client militia fired two 81-mm mortar shells and directed several bursts of medium-weapons fire at Ayta al-Jabal and Haddatha from its positions at Shaqif al-Naml.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1945 and 2100 hours Israeli warplanes overflew the South and the Western Bekaa at high altitude.<\/p><\/div>\n

\t<\/span>At 1025 hours the client militia directed several bursts of medium automatic-weapons fire towards the sea opposite its position at the Hamra crossing.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Bayt Yahun crossing remained closed to passage by vehicles and pedestrians in both directions all day long.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1540 and 1730 hours Israeli forces and the client militia fired several 155-mm artillery shells at Jabal al-Rafi` and areas along the Tasah Spring from their positions in Zafatah, Ksarat al-Urush and Ayshiyah.<\/p><\/div>\n

\t<\/span>At 1150 hours an Israeli gunboat off Tyre fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

\t<\/span>At 1210 hours the client militia fired five 81-mm mortar shells at Jabal Bi'r al-Dahr from its position on Ahmadiyah hill.<\/p><\/div>\n

\t<\/span>At 1425 hours Israeli forces fired eight 155-mm artillery shells at outlying areas of Kafra and Yatar from their positions at Tall Ya`qub.<\/p><\/div>\n

18 August 1998<\/u><\/p><\/div>\n

\t<\/span>Between 0705 and 0725 hours the client militia fired several 155-mm artillery shells at outlying areas of Mayfadun from its position at Zafatah.<\/p><\/div>\n

\t<\/span>At 0730 hours the client militia expelled Talib Ahmad Sa`d, of Khiyam, from the border strip.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0820 and 1030 hours Israeli warplanes overflew the South at various altitudes.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1600 hours the client militia fired a 120-mm mortar shell from its position at Tumat Jazzin that fell on the home of Ahmad Husayn al-Zayn, in Ayn al-Tinah, causing serious damage.<\/p><\/div>\n

\t<\/span>Between 2010 and 2250 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at outlying areas of Mayfadun, Mazra`at al-Hamra, Jabal Sujud, Wadi Bisri and Mazra`at Umqata from their positions at Shurayfah, Zafatah and Ksarat al-Urush and on Anan hill.<\/p><\/div>\n

\t<\/span>Between 1215 and 1230 hours two Israeli Apache helicopters were flying offshore opposite the Tyre barracks.  At 1220 hours one of them fired an air-to-surface missile at a car being driven along the Ayshiyah road by Husam Mahmud al-Amin, age 30.  He was killed instantly.<\/p><\/div>\n

\t<\/span>Between 1200 and 1215 hours the client militia fired an 81-mm mortar shell at Suhmur and five 81-mm mortar shells and several bursts of fire at an area to the west of the Mashgharah vocational school from its position at Tumat Jazzin.  The shell fired at Suhmur fell some 50 metres from the home of a certain Abd Allah, who was wounded.<\/p><\/div>\n

\t<\/span>At 1315 hours the client militia fired a 120-mm shell at Mashgharah from its position at Tumat Jazzin.  It fell on a vehicle belonging to a certain Jihad al-Qaq and set it on fire.<\/p><\/div>\n

\t<\/span>At 1240 hours the client militia fired several artillery shells at the Suhmur- Mashgharah-Ayn al-Tinah area from its position at Dahr al-Ramlah.  Some homes in Ayn al-Tinah were hit, and Jihad al-Qaq (born 1966), Jamal Abd al-Karim Hashim (born 1972), the child Qasim Husayn Subh (born 1994), Muhammad Mahmud Subh (born 1976), Fadi Haydar Ahmad and Muhammad Shihab Sabir were wounded.<\/p><\/div>\n

\t<\/span>The Lebanese Government strongly condemns the continued Israeli occupation and the fresh attacks and arbitrary practices against the Lebanese civilian population that have caused further dead and wounded and serious damage to property.<\/p><\/div>\n

\t<\/span>Like previous attacks, this new series is in flagrant violation of the sovereignty and independence of Lebanon and constitutes a breach of the purposes and principles of the Charter of the United Nations, of international law and of basic human rights.<\/p><\/div>\n
