
Washington, D.C., 20 February 2026 ¡ª The Deputy Executive Director of the United Nations Security Council Counter?Terrorism Committee Executive Directorate (CTED), Ms. Carmen G. Cantor, met with Mr. Guillermo Moncayo, In?Charge Executive Secretary of the Inter?American Committee against Terrorism (CICTE) of the Organization of American States (OAS), at CICTE headquarters in Washington, D.C. The courtesy call underscored the long?standing partnership between CTED and CICTE and reaffirmed their shared commitment to strengthening counter?terrorism efforts across the Americas.
During the meeting, Ms. Cantor expressed appreciation for CICTE¡¯s continued collaboration with CTED, including its participation in recent technical discussions on the nexus between terrorism and organized crime, and its translation of CTED¡¯s Analytical Brief: A Commentary on the Codification of the Terrorism Offence into Spanish to support broader regional dissemination.
Both sides reviewed opportunities for further cooperation, including in CTED¡¯s planned assessment activities in the region, noting CICTE¡¯s valuable contributions to previous visits. They also noted the relevance of the Valletta Guiding Principles on Comprehensive Counter-Terrorism Strategies for the region and CICTE expressed their interest in further promoting them, recognizing their value for Latin America and the Caribbean.
Both organizations reaffirmed their commitment to continued coordination in supporting Member States in addressing evolving threats, including organized crime, illicit trafficking, and terrorism?related challenges across the hemisphere.
