Distinguished colleagues and friends,<\/span><\/span><\/p>\n

\n

Thank you for inviting me to speak today. I would like to commend I-DAIR, the Permanent Missions of Singapore and Switzerland for organizing today\u2019s side event. <\/span><\/span><\/p>\n

\n

Science, <\/span><\/span>technology<\/span><\/span> and innovation<\/span><\/span> have<\/span><\/span> remain<\/span><\/span>ed<\/span><\/span> the principal drivers of development<\/span><\/span> throughout history and around the world. <\/span><\/span>From when the first steam engine connected borders<\/span><\/span>,<\/span><\/span> to more recent lifesaving vaccines, the possibilities <\/span><\/span>of science and technology are<\/span><\/span> endless.<\/span><\/span><\/p>\n

\n

While it is true that science has drastically transformed our lives, it is also true that a growing divide and disparity is rampantly widening within and between societies as a result. Too often it is the small and least developed countries that <\/span><\/span>bear<\/span><\/span> the brunt of such inequ<\/span><\/span>alities. <\/span><\/span><\/p>\n

\n

N<\/span><\/span>ever<\/span><\/span> was this more apparent than during the pandemic. In times of lockdown measures and travel restrictions, emerging internet technologies a<\/span><\/span>llowed those who had means, <\/span><\/span>with lifechanging medical assistance, connection, and access to information. <\/span><\/span><\/p>\n

\n

Sadly, m<\/span><\/span>any in the world\u2019s poorest countries <\/span><\/span>were<\/span><\/span>unable to derive the benefits of these life-changing technologies. And it is not only because of missing broadband signal<\/span><\/span>s<\/span><\/span>.<\/span><\/span> Rather, <\/span><\/span>many communities<\/span><\/span> lack of awareness of what the Internet is and<\/span><\/span> of<\/span><\/span> its benefits<\/span><\/span> and are not trained in the<\/span><\/span> digital skills<\/span><\/span> necessary to thrive in today\u2019s world. This<\/span><\/span> remain<\/span><\/span>s<\/span><\/span> one <\/span><\/span>of the greatest challenges for the global south.<\/span><\/span><\/p>\n

\n

My friends, <\/span><\/span><\/p>\n

\n

This is a moral failure. Lifesaving technologies must be accessible and equitable for all. <\/span><\/span><\/p>\n

\n

Digital technology and by extension, digital health is a lifesaving innovation. But until we make it accessible and affordable to the average citizens and most importantly to countries in special situations – the LDCs, LLDCs and SIDS \u2013<\/span><\/span> many of the world\u2019s poorest will lose out, at the expense of their health. <\/span><\/span><\/p>\n

\n

We must share the gains of science<\/span><\/span>.<\/span><\/span> Once again,<\/span><\/span> the pandemic was a clear reminder. <\/span><\/span><\/p>\n

\n

The development of <\/span><\/span>lifesaving COVID-19 vaccines in record-time was a scientific feat. Yet discrepancies in vaccine distribution needlessly prolonged the pandemic, and many of the world\u2019s most vulnerable suffered dire consequences. \u00a0<\/span><\/span><\/p>\n

\n

Universal vaccination<\/span><\/span> remains<\/span><\/span> in the interest of every country. <\/span><\/span><\/p>\n

\n

Failing in this important task will <\/span><\/span>risk new variants emerging<\/span><\/span>,<\/span><\/span> that could evade vaccines and undo all the hard work that has been done to date<\/span><\/span>.<\/span><\/span> And it will <\/span><\/span>lead to <\/span><\/span>more <\/span><\/span>deaths, overwhelmed health systems and <\/span><\/span>further<\/span><\/span> economic damage. <\/span><\/span><\/p>\n

\n

That is precisely why in February <\/span><\/span>I convened a<\/span><\/span> high-level event <\/span><\/span>on<\/span><\/span> galvanizing momentum for universal vaccination<\/span><\/span>. My aim was to have <\/span><\/span>a<\/span><\/span> constructive dialogue on addressing the bottlenecks preventing universal vaccination, while generating concrete solutions. <\/span><\/span><\/p>\n

\n

Excellencies, dear friends,<\/span><\/span><\/p>\n

\n

Bridging digital divides requires universal collaboration.<\/span><\/span><\/p>\n

\n

I commend this<\/span><\/span> I-DAIR<\/span><\/span> and<\/span><\/span> public-private-partnership<\/span><\/span>coalition which<\/span><\/span> aim<\/span><\/span>s<\/span><\/span> to <\/span><\/span>foster inclusive, impactful, and responsible research into digital health and artificial intelligence for health, with a focus on the Global South.<\/span><\/span><\/p>\n

\n

We need to continuously raise awareness of digital development and their benefits for the global south. I am of the belie<\/span><\/span>f<\/span><\/span> that we can achieve this through inclusive and equitable education. We need to cement effective partnership to develop connectivity in rural communities<\/span><\/span> and allow for digital hardware and services to become more affordable. <\/span><\/span><\/p>\n

\n

Indeed, science and technology have the potential to <\/span><\/span>create jobs and livelihoods; tackle rampant inequalities<\/span><\/span>and empower women and girls.<\/span><\/span> Th<\/span><\/span>ese powerful tools will let us transform our world for the better in a just and equitable manner. <\/span><\/span><\/p>\n

\n

I am truly encouraged by the extensive network present in this room. <\/span><\/span><\/p>\n

W<\/span><\/span>orking together,<\/span><\/span> scientists, innovators, entrepreneurs, high<\/span><\/span>–<\/span><\/span>level <\/span><\/span>policymakers<\/span><\/span> and representatives from CSOs and IGOs <\/span><\/span>– <\/span><\/span>we can<\/span><\/span> secure <\/span><\/span>a<\/span><\/span> brighter future for us all. <\/span><\/span><\/p>\n

\n

Let<\/span><\/span> us embrace the<\/span><\/span> boundless possibilities<\/span><\/span>. And let us<\/span><\/span>shape a better tomorrow for our children<\/span><\/span>.<\/span><\/span><\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the UN and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
