22 November 2025: 11th Ministerial Conference of the LDCs | UNIDO

"The 11th Ministerial Conference of Least Developed Countries (LDCMC11) will convene on 22 November 2025 in Riyadh, Saudi Arabia, back-to-back with the 21st General Conference of UNIDO. Under the theme “Driving Inclusive Industrialization: Investment, Innovation, and Partnerships in LDCs,” the LDCMC11 will provide a high-level platform for dialogue, cooperation, and collective action aimed at advancing the sustainable industrial transformation of Least Developed Countries (LDCs).

The Eleventh edition of the Ministerial Conference of the LDCs is co-organized with the Office of the High-Representative for the Landlocked Developing Countries and Small Island Developing States (OHRLLS), the Organization of African, Caribbean and Pacific States (OACPS), the United Nations Conference on Trade and Development (UNCTAD), and the United Nations Technology Bank for the Least Developed Countries (UNTBLDC).

At the heart of LDCMC11 is the commitment to accelerate the effective implementation of the Doha Programme of Action (DPoA) for 2022–2031. The conference will bring together ministers, policymakers, development partners, private sector representatives, and other stakeholders to address the unique challenges LDCs face—including limited productive capacities, vulnerability to external shocks, and structural barriers to growth. It will serve as a venue for reaffirming commitments and fostering partnerships that align with the Sustainable Development Goals (SDGs), while placing special emphasis on inclusive, sustainable, and resilient industrialization.

The event is expected to generate concrete outcomes, including the adoption of a Ministerial Declaration and the endorsement of the UNIDO Operational Strategy for LDCs 2022–2031 implementation plan. Through strengthened international cooperation, resource mobilization, and innovative policy frameworks, the conference will help chart actionable strategies to support structural transformation, economic resilience, and irreversible graduation from LDC status."

A neglected energy transition - phasing out the use of charcoal and firewood for cooking, Advanced Electric Cooking Solutions in LDCs (UNIDO, REEI, CDOP29 side-event)

We will highlight successful case studies, address barriers to adoption, and showcase innovative strategies that ensure gender equity and empower women. Stakeholders from various sectors will share insights and collaborate on policies and partnerships to promote sustainable and inclusive cooking technologies."

"The COP29 side event, “Partnerships to Strengthen Climate Resilience in Least Developed Countries,” brings together key stakeholders to address the urgent climate challenges facing LDCs, who are disproportionately impacted by climate change. Despite minimal contributions to global emissions, LDCs face significant vulnerability due to limited adaptive capacity. Supported by UNIDO, GEF, Climate Analytics, and IIED, this event underscores a commitment to bolstering LDC resilience through coordinated action, resource access, and partnership building. A joint statement will be announced, reaffirming strengthened partnerships to support adaptation, resilience, and access to climate finance, and fostering collaboration for long-term climate action."
