On 8 May 2006, the Assembly will conduct an analysis/discussions of the chapters on "promotion of sustainable growth and sustainable development" and on "the development of Africa", which are of direct relevance to EC-ESA membership. For the 8 May meeting, the Secretary-Generals Office requested that the Under-Secretary-General for Economic and Social Affairs, as Convenor of the Executive Committee on Economic and Social Affairs, present preliminary views of the EC-ESA with regard to the implementation of the relevant recommendations contained in the report, and the ways the EC-ESA can support the process, particularly in the areas of trade, macroeconomics and finance, sustainable development and human settlements, and population issues. In preparation for the meeting of Principals scheduled for 27 April 2006, Deputies will discuss the main points that the Convenor should present to the General Assembly. The four clusters that are specifically mentioned in the report include trade; macroeconomics and finance; sustainable development and human settlements; and population. It may be recalled that, in his report, the Secretary-General made a number of suggestions to sharpen the sharing of responsibilities and coordination within the United Nations as well as to improve the architecture of reports. He suggested that Given the peculiarities of each issue area, from trade and finance to sustainable development and human settlements, Member States could review mandates using the analytical framework, and the support of the various networks, created in the context of the Executive Committee on Economic and Social Affairs (section B in reports summary). He also announced that he will request Heads of relevant departments and entities to also help analyze mandates and provide options for possible programmatic shifts in different areas, and where appropriate, consideration by the High-Level Panel on System-wide coherence. The report singles out trade as requiring an improved division of responsibility in the analytical work between DESA, UNCTAD, the regional commissions, UNDP and other funds and programmes. It notes the need to ensure synergies of work, both between UN entities and with the Bretton Woods institutions. It further calls for rationalization of functions in the area of finance, and for [redefining] the arrangements and work in this area, in particular between DESA and UNCTAD, to ensure the most effective follow-up to the outcomes of the Monterrey Conference. It calls notably for greater efforts for a unified view on the world economic outlook and macroeconomic policy implications. On population, the report further mentions the need to seek a sharper division of labour, consolidation of capacities, and a strategic reprioritization of work where overlap exists in the work of the Secretariat, funds and programmes. In the area of sustainable development and human settlements, the report mentions the need for a longer-term [review] process, building on the General Assemblys review of the governance architecture in the area of the environment and on the work of the High-Level panel on System-wide Coherence. The report furthermore calls for streamlining mandates and improving institutional coherence and coordination among UN entities supporting the development of Africa; for examining overlapping mandates for reports as well as the overall institutional system-wide resources in the area of gender, and for a strengthened coordination and accountability of UN training and research institutes. Follow-up to EC-ESA Principals decisions on priorities and programmes On 16 February 2006, EC-ESA Principals agreed on a set of priorities derived from the World Summit and on a range of actions to advance these priorities and adapt the Committees working methods. The meeting will be presented with a draft workprogramme bringing together these priorities and actions. It will be also have before it a draft tentative schedule and agenda for the meetings of EC-ESA Deputies and Principals in the coming year. Such advance planning aims to improve substantive preparations of the work of EC-ESA, including by helping to effectively engage the EC-ESAs Members. The drafts reflect comments made by Deputies of DESA, Regional Commissions and UNCTAD at a meeting on 27 March 2006 (see the attached minutes), together with comments provided by individual entities on the draft programme. Deputies will be invited to provide suggestions with regard to the finalization of the tentative calendar and the draft programme. Deputies could also decide on the theme and focus of policy papers that EC-ESA could prepare this year, for consideration by the Principals. Regional Commissions are preparing one such paper on international migration based on a draft by ESCAP. Among the possibilities for additional papers are: issues to be considered at the new ECOSOC (such as aid effectiveness, innovative sources of financing for development); Post conflict peace building policies (e.g addressing investment in post-conflict countries; or Promoting the foundations of sustainable development in post conflict societies); Policies to speed up implementation in specific areas of the Development Agenda such as Science and technology , including ICT; violence against women; or ensuring a coherent UN approach to social and economic rights.
